b'1990 A series of measures were enacted that allow the City to protect the integrity of the System in response to newtaxcoderegulations.Thewaitingperiodwas removed for cost of living adjustments for surviving spouses of members hired before December 8, 1980 who die in the line of duty.1992 CaliforniaProposition162,ortheCaliforniaPension Protection Act of 1992, was on the November 3, 1992 ballotasaninitiatedconstitutionalamendment, where it was approved. Proposition 162 made several changes to Californias constitution relating to public retirement systems: 1.It gave the board of each public pension system completeauthorityforadministrationofthe systems assets and for the actuarial function.2.Eachboardisrequiredtocontinuetoprovide benefitstomembersofthesystemandtheir beneficiaries,minimizeemployercontributions, andpayreasonableadministrativecosts.Propo-sition162,however,specifiedthateachboardis togivehighestprioritytoprovidingbenefitsto members and their beneficiaries.3.Prop162specifiedthattheLegislaturecannot change terms and conditions of board member-ship, for boards with elected employee members, unlessamajorityofthepersonsregisteredto vote in the jurisdiction of the retirement system approves the change.
