The Northern Trust Benefit PaymentParticipantWebPassportSystem replaced the outdated mainframe-based Retire-mentandPensionPaymentSystemoperated and maintained by the City of Los Angeles Office oftheControllerandInformationTechnology Agency. In October 2010, the Plan issued pension paymentsutilizingthenewbenefitpayment system for the first time. As a result of this transi-tion,pensionersreceived13pensionpayments for Tax Year 2010, instead of the usual 12.2011 OnMarch8,2011,votersapprovedCharter Amendment G which:1.Established a Tier 6 for new members effec-tive July 1, 2011. As a result of pension reform, Austin Gebhardt PhotoTier 6 participants will be required to contrib-ute 11%, 2% more than the Tier 5 maximum 9% contribution. 2.Removed the Systems amortization policies from the Charter and the Los Angeles Admin-istrativeCode.Instead,thesepoliciesshall be adopted by the Board of Fire and Police Pension Commissioners upon the advice of its consulting actuary.OnJuly15,2011,theCityCounciladoptedan ordinancetopermanentlyfreezetheretiree non-MedicareandMedicarehealthinsurance premium subsidy benefits at the rates in effect onJuly1,2011formemberswhoenterDROP or retire on or after July 15, 2011. The ordinance alsoprovided,perlettersofagreementsigned byeachlabororganization,anelectionperiod wherebytheaffectedmemberscouldelectto unfreeze their retiree medical subsidy by making additional 2% opt-in contributions.
