b'SYSTEM ADMINISTRATIONThe Fire and Police Pension System is administered by a Board of nine commissioners: five appointed by the Mayor and four elect-ed by members. Fire and Police sworn employees each elect one active member, and Fire and Police retirees each elect one retired member. The Board administers the System in accordance with the City Charter and the State Constitution. Article XVI, Section 17 (a) of the State Constitution provides the Board sole and exclusive responsibility to administer the system in a manner that will assure prompt delivery of benefits and related services to the partici-pants and their beneficiaries. Section 17 (b) further provides that members of the Retirement Board of a public retirement system shall discharge their duties . solely in the interest of, and for the exclusive purpose of, providing benefits to participants and their beneficiaries,minimizingemployercontributionsthereto,and defrayingreasonableexpensesofadministeringthesystem.A Retirement Boards duty to its participants and their beneficiaries shall take precedence over any other duty.BOARD MEETINGSThe Board meets on the first and third Thursdays of the month at 8:30 a.m. Most meetings, including special meetings, are from two to four hours in duration.
